Claimants, Arnold Chapman (Chapman) and his wife Marita Thompson, filed a claim (Claim No. 78191) in 1989 to recover for personal injuries allegedly sustained by Chapman as the result of an assault and battery by two state troopers. Following a trial on the merits, the court determined that a question regarding its subject matter jurisdiction existed and the parties were afforded the opportunity to be heard.
