Antonio James, plaintiff in the above captioned action, has moved the Court to issue a temporary restraining order against the defendants. For the following reasons, that motion is hereby GRANTED.

Plaintiff was convicted and sentenced to death on March 8, 1982 in the Criminal District Court for the Parish of Orleans. Both the sentence and conviction was affirmed by the Louisiana Supreme Court.
