Plaintiff John R. Nebel, Jr. (Nebel), seeks to represent the class of all persons owning judgments outstanding against defendant, the City of Chicago (City). Plaintiff Lucy Kyle (Kyle) seeks to represent the class of all persons compelled to incur a factor’s fee or to pay a discount to recover the amounts of their judgments against the City.
