In an action for declaratory and injunctive relief, the plaintiffs appeal, as limited by their notices of appeal and brief, from those portions of an order of the Supreme Court, Westchester County (Rubin, J.), dated December 13, 1978, and the judgment entered thereon on April 23, 1979, which declared that the defendant could limit participation in tax funds under sections 553 and 554 of the Insurance Law to indigent members of its organization.
