Plaintiff is a licensed driver in the State of Michigan. On March 21, 1969, plaintiff, as driver of an automobile, was involved in a fatal accident in the State of Michigan.* 1

The Director of the Division of Driver and Vehicle Services (hereinafter referred to as “commissioner”) 2 received a copy of the police report relevant to the above-mentioned accident.
