MEMORANDUM OF DECISION

This memorandum of decision addresses petitions brought to terminate the parental rights (TPR) of Ana C. and Jacob R., Sr. (Jacob Sr.), the biological parents of the minor child Jacob R., who was born on March 1994. The Department of Children and Families (DCF) filed the TPR petitions on May 22, 2000. The original petition against Ana C. alleges abandonment, failure to rehabilitate, and no ongoing parent-child relationship.
