In 1978 a complaint was filed in the circuit court of Lake County on behalf of Russell and Nancy Schlenz, as representatives of a putative class of taxpayers, attacking the practices of various State and local officials responsible for the assessment and equalization of property pursuant to the Revenue Act of 1939 (Ill. Rev. Stat. 1985, ch. 120, par. 482 et seq.).
