Relator alleges that T. A. Roy, mayor of the corporation of Mansura, in the parish of Avoyelles, instituted proceedings by attachment against his property in the Third Justice’s Court of that parish in enforcement of a license for seventy-five dollars alleged to be due by him to said corporation as a peddler.
