These actions arise out of the efforts of the families and victims of a terrorist attack in Israel to satisfy a judgment entered against the Democratic Republic of North Korea (the “DPRK”) and its main intelligence agency, the Cabinet General Intelligence Bureau (“CGIB”) (for sake of convenience, this Opinion refers to the DPRK and the CGIB together as simply “North Korea”).
