The petitioner/plaintiff CRP Sanitation, Inc. (hereinafter CRP), was a solid waste hauler licensed in Westchester County. On or about June 9, 2006, CRP’s general manager was indicted in the United States District Court for the District of Connecticut on two counts — racketeering and racketeering conspiracy — in connection with his alleged participation in an illegal “property rights” system in the carting industry.
