MEMORANDUM OPINION AND ORDER
BUCKLO, District Judge.
Illinois law requires many employers to purchase workers’ compensation insurance to protect their employees. Where employers cannot obtain insurance via the private market, they may obtain coverage via the Illinois Workers’ Compensation Insurance Plan (“Plan”). Premiums for such insurance are determined by categorizing workers into coded categories, each with a different level of risk based on the work performed by employees in that class.
