MEMORANDUM OPINION AND ORDER

WILSON, District Judge.

Plaintiff has filed a complaint requesting the Court to enter an Order that the Conway School District is in compliance with the Voting Rights Act of 1965 and therefore does not have to elect by single-member zones as required by Act 1169 of 1993, A.C.A. 6-13-631. The Arkansas statute in question states that beginning with the 1994 annual school election, the electors of a school district having a 10 percent or greater minority popula tion shall elect the members of the board of directors “as authorized in this section, utilizing selection…
