Constitutional interpretation begins with the text: the words approved by the ratifiers. The words at *158the heart of this case are clear, cogent, and commanding. No public money may be appropriated by the Legislature "directly or indirectly to aid or maintain" a nonpublic school. Const. 1963, art. 8, § 2.
