Appellant Aetna Casualty and Surety Company appeals from an order of the Bankruptcy Court for the Southern District of New York approving a settlement (the “Settlement Order”) among the National Fire Insurance Company of Hartford (“National Fire”), the Bureau of Workers’ Compensation, Department of Labor and Industry of the Commonwealth of Pennsylvania (the “Bureau”), and the LTV Corporation, LTV Steel Company, Inc., BCNR Mining Corporation, and Nemaeolin Mines Corporation (collectively, the “Debtors”).
