Appeal from a decision of the Unemployment Insurance Appeal Board, filed November 12, 1996, which, inter alia, assessed Seneca Nation of Indians additional unemployment insurance contributions.

Seneca Nation of Indians (hereinafter the Seneca Nation) is a Federally recognized Indian tribe which has voluntarily chosen to participate in the New York unemployment insurance program. It operates a health care agency that provides medical services to Native Americans residing on reservations.
