Appeal from an order of the Family Court of Otsego County (Burns, J.), entered August 24, 2009, which granted petitioner’s application, in a proceeding pursuant to Social Services Law § 384-b, to adjudicate respondents’ child to be permanently neglected.

Respondents are the parents of Tatianna K. (born in 2006). After Family Court found that the parents had neglected the *1185child, they separated and, in August 2007, the child was placed in foster care. While respondent Jolene V.
