Reversing.
The appellees are citizens and residents of the town of Wallins, in Harlan county, which is a city of the sixth class. Each owned property in that town which was subject to regulations and ordinances of the town relating to the improvement of streets, alleys, and sidewalks. An ordinance was passed on the 5th day of June, 1925, providing for the construction of sidewalks in front of the property on certain streets in the town, which included the property of appellees.
