This is a bill in equity brought by the city of Cambridge (city) against the Commissioner of Public Welfare of the Commonwealth of Massachusetts (commissioner) under G. L. c. 231 A, for a declaratory decree concerning certain liens which the city had acquired under the old age assistance law, G. L. c, 118A, prior to the compre hensive amendment thereof by St. 1967, c. 658, effective July 1, 1968. The case was heard on a statement of agreed facts, and is before us on a reservation and report, without decision, by a judge of the Superior Court.
