Anthony D. Calabro, R.Ph., T/A Tony’s Professional Pharmacy (Calabro) petitions for review of the March 15,1996 order of the Commonwealth of Pennsylvania, Department of Public Welfare, denying his appeal from the Commonwealth of Pennsylvania, Department of Aging’s (Department) action seeking $15,802.02 restitution from Calabro, and or*349dering Calabro to reimburse the Department’s PACE1 program $15,802.02.
