AHF-Bay Fund, LLC (AHF), appeals a final judgment entered in favor of the City of Largo on its claims for breach of contract and enforcement of a covenant at law. The underlying dispute involves a PILOT agreement entered into by AHF’s predecessor in interest, RHF Brittany Bay, LLC (RHF), and the City. A PILOT agreement is an agreement which requires an entity that is otherwise exempt from ad valorem taxation to make “payments in lieu of taxes” to a local government.
