OPINION

ORLOFSKY, District Judge.

In this petition filed by a federal prisoner for a writ of habeas corpus, pursuant to 28 U.S.C. § 2241,1 must decide whether in determining an inmate’s eligibility for a period of early release under the Residential Drug Abuse Program (“RDAP”), codified at 18 U.S.C. § 3621(e)(2)(B), 1 the Bureau of Prisons (“BOP”) may consider qualifications in addition to those enumerated in the statute.
