MEMORANDUM OPINION

WADDY, District Judge.

This action, arising under the federal civil service laws, is before the Court on defendants’ motion for summary judgment and plaintiffs’ cross-motion for summary judgment. Plaintiffs are five civilian employees of the Department of the Army and the Department of the Air Force1 and the American Federation of Government Employees (AFGE), a labor organization representing federal civil servants.
