Plaintiff-Appellant Scott Ray Zabriskie, a private citizen, filed a pro se complaint, under 42 U.S.C. §§ 1983 and 1988, against the Court Administration of the Ninth Judicial Circuit in Orange County, Florida, and some of its employees in their official capacities, alleging that Defendants violated his right of access to the courts.
