Appeal from a judgment of the Supreme Court (Viscardi, J.), entered January 31, 1995 in Essex County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent granting a conditional use permit to the Village of Lake Placid.
