MeHUGH, Justice:
The appellant, the West Virginia Department of Human Services, appeals from the final order of the trial court, which denied the appellant’s petition to approve the ap-pellee’s relinquishment of parental rights. The trial court held that, although the minor parent had not been coerced by anyone into signing the relinquishment, she had been “under considerable pressure as a result of the circumstances in which she then found herself,” at the time of execution of the relinquishment, and that the appellant had violated its own regulations by not informing her of her right to an…
