The United States commenced this action on behalf of the Environmental Protection Agency (“EPA”) and the Defense Logistics Agency (“DLA”) of the U.S. Department of Defense (“DOD") pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (“CERCLA”), 42 U.S.C. §§ 9601-9675, and the Resource Conservation and Recovery Act (“RCRA”), 42 U.S.C. §§ 6901 — 6991i.
