This case comes before the United States Court of Federal Claims1 on respondent’s motion to review the decision of the special master, dated December 30, 1992, which awarded $4,956.69 in attorney’s fees and costs to petitioner under The National Childhood Vaccine Compensation Program, as established by The National Childhood Vaccine Injury Act of 1986, 42 U.S.C. § 300aa-34 (1988), and as amended by several public laws, see 42 U.S.C.A. §§ 300aa-1 to 300aa-34 (West Supp.1993) (Vaccine Act).2 Respondent challenges the decision of the special master on the grounds that an award…
