Plaintiffs Anthony Dodge, Peter A. Macha-do and Joseph Petriello bring this action *83under 42 U.S.C. § 1983. They seek to represent a class of pre-trial detainees that were strip searched at the Orange County Correctional Facility (“OCCF”) between January 31, 1999 and January 21, 2002, pursuant to OCCF’s uniform strip search policy.
