Plaintiffs Amy Granat, Corky Lazzarino, the Sierra Access Coalition, the California Off-Road Vehicle Association, and the Counties of Butte and Plumas filed this action against numerous federal defen*1246dants challenging the United States Forest Service’s 2010 decision to close hundreds of miles of roads in the Plumas National Forest to motorized vehicles.
