In December 2011, the Marshall County Department of Human Resources (“DHR”) filed a petition in the Marshall Juvenile Court (“the juvenile court”) seeking to terminate of the parental rights of J.V. (“the father”) and M.M.T. (“the mother”) to J.J.V. (“the child”). On February 7, 2012, the juvenile court appointed an attorney for the father.
