Two citizens alid taxpayers, namely, Alphonse Peck, residing iii Lafayette, and O. Dolan Ricks, residing in Baton Rouge, brought this suit against the State Treasurer, the State Auditor, the Chairman of the Highway Commission or Director of the Department of Highways, and against the Board of Liquidation of the State Debt. The object of the suit is to compel the State Treasurer to transfer to the credit of the account of the Department of Public Welfare a certain fund of $1,-168,622.16, which the State Treasurer placed to the credit of the General Highway Fund on…
