The undersigned, the justices of the supreme court, have given to the investigation and consideration of the questions submitted in your resolution, passed February 9, relative to additional legislation under the constitutional amendment of 1903, authorizing taxation of property when passing by will or inheritance, all the time possible consistent with compliance with the other requests of your honorable body and the performance of the duties of the court.
