The City of New Orleans and the Council of the City of New Orleans are appealing from a judgment of the district court maintaining the attack made by petitioners 1 on Ordinance No. 2234 Mayor Council Series — redistricting the City of New Orleans in the light of the 1960 decennial census of the United — as being violative of *604Article III, Section 3-103(3), of the Home Rule Charter of the City of New Orleans making such redistricting mandatory following the formal promulgation of each decennial census,2 and restraining and enjoining the City of New Orleans and its Council…
