HAYNSWORTH, Circuit Judge.

The Maritime Administrator and some subsidized American shipping companies, which were also charterers of government-owned vessels, have differed over the computation of additional charter hire for the chartered vessels. Preliminary phases of the controversy, as it aff ects other shipping companies, have been considered by the courts, 1 but this is the first case to present the merits for decision.
