(“B&T”), brought this action against the defendant, Jerold Gnazzo, in his official capacity as Registrar of Motor Vehicles for the Commonwealth of Massachusetts (“Registrar”), seeking a declaratory judgment and injunctive relief arising out of the Registrar’s implementation of the Distributed Registration and Information Vehicle Entry (“DRIVE”) Program.
