Allen Tharling appeals the district court’s grant of judgment as a matter of law in favor of the City of Port Lavaca (“the City”). Tharling was terminated from his position as police chief following a series of events that included Tharling’s investigation of possible misconduct on the part of both the City Council and the City’s Chief Building Official, and a confrontation between Tharling and the City Manager.
