The central issue involved in this appeal is whether the Secretary of the Department of Personnel of Maryland has the authority to reverse a Decision and Order of her desig nee, to whom she had delegated “all authority to approve proposals for decisions” in cases involving appeals of charges for removal of classified state employees.
