MEMORANDUM DECISION
LARSON, District Judge.
This case comes before the Court on plaintiff’s amended complaint and motion for temporary injunction and defendant Department of Housing and Urban Development’s (HUD) motion to dismiss.
The present controversy developed as a result of a planning grant offered to the City of Minneapolis by HUD after HUD determined that Minneapolis qualified for the grant under the Demonstration Cities and Metropolitan Development Act (42 U.S.C. §§ 3301-3313).
