MULLIGAN, Circuit Judge:
This is an appeal from an order of the United States District Court for the Southern District of New York which denied a petition of Sidney Danielson, Regional Director of the National Labor Relations Board (the Board) for a preliminary injunction pursuant to Section 10(Z) of the National Labor Relations Act, 29 U.S.C. § 160(Z) (the Act). The Hon. Lawrence W.
