RANDOLPH, Circuit Judge:

On October 28, 1990, twenty-seven members of the Ku Klux Klan paraded from the Washington Monument down Constitution Avenue to Capitol Hill. A violent counter-demonstration had been threatened, causing the full mobilization of the Metropolitan Police Department and the commitment of more than 3,500 police officers.
