L.E.O. and P.O. (“the petitioners”) filed a petition in the Madison Juvenile Court (“the juvenile court”) seeking the custody of J.I.P., Jr., a now seven-year-old boy who has been living with them for several years (“the child”), and alleging that the child is a dependent child. The child’s parents are J.I.P. .(“the father”) and A.L. (“the mother”). The petitioners are not related to the child; he lives with them with the consent of the mother.
