The defendant is and for many years has been the owner of a tenement-house in the city of Eew York. On the 13th day of July, 1899, the board of health issued an order, directed to the defendant, requiring that “ The dirty paper be removed from the walls and ceilings of the halls and all whitewashed portions thereof, and the walls and ceilings of the cellar be thoroughly cleaned and whitewashed; that the cellar and the yard be thoroughly cleaned and disinfected; that each sink be provided with a properly adjusted new metal flashing; that suitable and sufficient…
