Plaintiff-relator Todd Heath brings suit under the qui tam provisions of the False Claims Act, 31-U.S.C. §' 3729-3732,- on behalf of the United States government, seventeen states, the District of Columbia, and two cities against AT & T, Inc. and nineteen wholly-owned subsidiaries (together, the “AT & T ‘ defendants”). 1 Compl.
