(dissenting.) This is a special proceeding, begun by a writ of certiorari, for the purpose of reviewing the final determination of the board of police in designating certain newspapers, in which lists of nominations of candidates for offices to be filled at the general election of 1892 were to be published, and in refusing to designate the World, a newspaper published by the relators, as a paper in which such lists should be published, and in refusing to receive evidence as to which papers had the largest circulation.
