All fifty states and the federal government have enacted statutes creating DNA databases. At the heart of this case is a prison inmate’s constitutional challenges to the statutory authority of Texas prison officials to collect a blood sample from him for purposes of DNA testing and inclusion in the state’s DNA database. The inmate also challenges the trial court’s order transferring venue of his case and the trial court’s rulings on various discovery matters.
