This is in response to your request for an opinion on the following question:
WHETHER THE BEACHES PUBLIC HOSPITAL SPECIAL TAXING DISTRICT IS SUBJECT TO LOCAL MUNICIPAL ZONING ORDINANCES GOVERNING PROPERTY WHICH THE DISTRICT WISHES TO CONDEMN UNDER ITS POWER OF EMINENT DOMAIN.
