LANCE, Judge:

The appellant, veteran Robert J. Ingram, appeals through counsel a December 12, 2003, decision of the Board of Veterans’ Appeals (Board) that denied entitlement to an effective date earlier than April 15, 1992, for the grant of compensation benefits under 38 U.S.C. § 1151 for residuals of a pneumonectomy. Record (R.) at 1-10. The parties each filed briefs, and the appellant filed a reply brief.
