The plaintiffs, Robert and Elizabeth Francis, appeal from a judgment of the circuit court of Warren County dismissing their action against the defendant, Monmouth Township. This appeal involves an automobile collision which occurred on a public highway maintained by Monmouth Township on August 1, 1987.
