This matter arises from a challenge to the validity of a municipal ordinance whereby citations, which are based on traffic camera images, may be reviewed at an administrative, hearing.. The case is before us on direct appeal from a district court judgment declaring that the administrative review process, as it existed during 2008 through 2012, was unconstitutional.
