This matter is before the court on the appeal of Quality Cab, Inc. (plaintiff) from a decision of the defendant, Rhode Island Public Utilities Commission, Division of Public Utilities and Carriers (PUC), granting defendant E F Transportation (E F) a certificate of public convenience and necessity authorizing the defendant to operate one taxicab in certain areas of the State of Rhode Island.
